The inauguration of the rector of the University of Primorska took place on November 23, 2023, at the Regional Museum of Koper. The new four-year term, will be led by the current rector, Prof. Dr. Klavdija Kutnar, elected in the May 2023 elections.

The event was hosted by Prof. Dr. Mara Cotič, dean of UP PEF and the oldest senator of UP. In her speech, she emphasized, "The rector must be the person who guides the university community of learners in the right direction, for which she must have rich experiences and broad knowledge. Above all, she must serve as an example to the entire academic community. Prof. Dr. Klavdija Kutnar has undoubtedly proven in her previous term, through her tirelessness, hard work, attention to detail, and the ability to listen to students, scientists, artists, and professionals, that she is such an example to all of us serving the academic community of the University of Primorska. It is for this reason that we, professors, researchers, professional collaborators, and students of UP, have again honored her and entrusted her with the responsibility to lead us in the new term 2023-2027."

The mayor of the City Municipality of Koper, Aleš Bržan, also wished the rector successful continuation of outlined goals, saying, "The university is most present right here in Koper. And here, some stories have been born that other Slovenian cities also look up to. Recently, together, we opened a library that offers access 24 hours a day to students, researchers, and citizens. We also recently established a university clinic and launched a trilingual kindergarten project in the fall. (...) The university ensures that young, educated, active people come into the environment, contributing to the development of our city. As the mayor, I hope that more of them will stay here."

The symbolic act of the re-elected rector, the assumption of the insignia, and the oath with a statement and signature on the solemn document were carried out by the event host, Prof. Dr. Mara Cotič, and the proposer of the candidacy, the dean of UP Famnit, Assoc. Prof. Dr. Ademir Hujdurović.

The oath of the rector reads: "As the rector of the University of Primorska, four years ago, I accepted the rector's collar, which passes from rector to rector as a symbolic commitment to the university. With this act, I committed then, and today I reaffirm that with my knowledge and experience, responsibility, and conscience, I will take care of the quality, creative breakthrough, and reputation of its educational, scientific, and artistic work. May this insignia be a symbolic guardian of the values of Slovenian universities and a metaphor for the mission of the central house of knowledge and culture in Primorska."

After the oath, Prof. Dr. Klavdija Kutnar addressed the attendees. In her speech, she outlined the key achievements of the previous term and the goals for the future, concluding: "Let me conclude with the same proverb as at the inauguration four years ago: 'A ship is safest in the harbor. But ships are not made for that.' At that time, I promised that we would steer our ship, the university, toward the horizon, that we would sail in fair weather and storms, and that we would go far in the world on it. Although, especially due to the Covid-19 epidemic, there were many storms in the first term, we kept our promise and went far in the world. We will go even further until November 23, 2027, when we will hand over the leadership of the university to a new generation."

At the event, the rector also introduced the team - the university will be led by the same team as at the end of the first term, namely the four vice-rectors, Assoc. Prof. Dr. Tina Štemberger, Prof. Dr. Štefko Miklavič, Prof. Dr. Rok Strašek, and Prof. Dr. Michael Mrissa, and the Secretary-General Dr. Boštjan Frelih.
